w2k3 failed password complexity requirement

We have a Win 2003 native domain, with password complexity turned on. Most
users can change their domain password OK, however some users get an error
stating the password does not meet complexity requirements. I can set their
passwords OK via AD Users & Computers.
I deleted and recreated a user account and have the same problem. I have
tried the account on different computers but still get the same problem.
Any ideas?

I have seen the same thing and it turned out that the domain had a
minimum password age set and the user was trying to change the
password before the password age had passed. (they tried to change
the password multiple times in one day so they could keep the same
password all of the time). This gave the same error of not meeting
password complexity requirements.
